SUB-CONTRACTING - ASSIGNMENT. 16.1 Neither ▇▇▇▇ nor LNER may subcontract or delegate the provision of any of the Services which are to be provided under this Agreement without the prior written consent of the Secretary of State. 16.2 ▇▇▇▇ and LNER shall not without the prior written consent of the Secretary of State assign, or grant a Security Interest in or over, this Agreement or any part thereof or any benefit or interest or rights therein or thereunder
