Standard Subloop Access Clause Samples

The Standard Subloop Access clause establishes the terms under which telecommunications providers can access and utilize specific segments of a network, known as subloops, typically between a distribution point and the end user. In practice, this clause outlines the technical and procedural requirements for gaining access to these subloops, such as the points of interconnection, maintenance responsibilities, and any associated fees. Its core function is to facilitate competition and service provision by ensuring that multiple providers can efficiently share existing network infrastructure, thereby reducing barriers to entry and promoting consumer choice.
Standard Subloop Access. 3.1.3.1 A point of technically feasible access is any point in Windstream's outside plant where a technician can access the copper wire within a cable without removing a splice case. Such points include, but are not limited to, a pole or pedestal, the serving area interface, the network interface device, the minimum point of entry, any remote terminal, and the feeder/distribution interface. Windstream shall, upon a site-specific request, provide access to an unbundled subloop at a splice near a remote terminal. Windstream shall be compensated for providing this access in accordance with Section Exhibit A. 3.1.3.2 A point of technically feasible access is any point in Windstream 's outside plant at or near a multiunit premises where a technician can access the wire or fiber within the cable without removing a splice case to reach the wire or fiber within to access the wiring in the multiunit premises. Such points include, but are not limited to, a pole or pedestal, the network interface device, the minimum point of entry, the single point of interconnection, and the feeder/distribution interface. 3.1.3.3 Windstream will install HPOTs/RPOTs cards within the interval provided in Attachment 18.
