Specific Evaluation Objectives. 1. To assess the acceptability of Service Agreement by both parties as a tool towards implementation of Public Private Partnership in the hospital. 2. To find out the extent to which the government has deployed Human Resources for Health to the hospital in the implementation process of SA. 3. To assess the extent to which the government abides to financial commitment in terms of amount and frequency to the hospital. 4. To explore how the Hospital is providing Health services in the implementation process of Service Agreement. 5. To investigate how government is monitoring the implementation process of Service Agreement in the hospital. 6. To explore other external factors apart from those stipulated in SA that affect the implementation process of SA in the hospital.
