Special Temporary STAR+PLUS Default Process. (a) STAR+PLUS MCOs that did not contract with HHSC to provide STAR+PLUS services in a Service Area prior to the Effective Date of the Contract will be assigned a limited number of STAR+PLUS eligibles who have not actively made an MCO choice, for a finite period. To the extent possible, the special default assignment will be based on each eligible's prior history with a PCP and geographic proximity to a PCP.
