Second Tier Subcontractors. Subcontractor shall not subcontract the work to be performed under this Agreement either in whole or in part without the written consent of Contractor. All subcontracts under this Agreement shall be subject to the provisions of the Prime Contract and this Agreement but shall create no contractual relationship with Contractor. All payroll regulations and requirements will apply to Subcontractors under this Agreement.
