Scope and Terms of Agreement. 20.01 This Agreement shall be binding upon all Employers and Local Unions as defined in Article 1.03. No Local Union shall, through its by-laws, constitution or otherwise, change any of the Articles or intent of this Agreement, except as herein provided for in Article 23, nor shall the Employers make any rules or issue any instructions that are contrary to this Agreement, or the intent of this Agreement.
