Routing and Scheduling. A. Prior to the start of any service under this Agreement, DISTRICT and CHARTER SCHOOL shall cooperatively establish routes and schedules. B. DISTRICT and CHARTER SCHOOL may at any time during the term of the Agreement revise routing, scheduling, or bus assignments, upon mutual agreement.

Bus routes are designed by the Owner to maximize the state transportation reimbursement formula including student ridership, age of bus, and minimal empty mileage while being mindful of student ride times. In the designation and selection of routes, the Owner and Contractor shall be limited to operation of equipment on highways, roads, and streets that are owned and maintained by the State, County, Township, City, Borough, or private streets maintained to municipal standards as set forth in any local subdivision and land development ordinances. Exceptions may be made by mutual agreement of the Owner and Contractor. All routes will be driven in accordance with published routes. Unauthorized deviations to the published routes will not be acceptable unless given prior approval or as emergency situation arises. Driver suggestions for improvement, feedback and notification of inconsistencies in route directions must be reported to the Owner as soon as possible. The reporting procedure will be to submit suggestions on a form or route sheet to the terminal manager or dispatcher, who will review and forward the suggestions to the Owner, when appropriate. The changes cannot be made without prior approval. Drivers must communicate changes to routes for ANY reason. The Contractor is responsible to spot check and verifies routes are being conducted in accordance with published routes. Failure to do so may constitute a breach of contract. Driver must have a current route sheet and roster with directions and students’ names at all times. A bus driver shall be allowed to deviate from a route based on an incidental hazard or other incidental occurrence that is outside of CONTRACTOR’s control. The driver shall report to the dispatcher and the dispatcher shall notify the district in the event the bus driver is unable to reach an established bus stop. All routes and schedules are subject to board approval.

Students designated by the District shall receive direct transportation services facilitating their arrival at school, home or activity and must not be delayed because Contractor is servicing non-District passengers. Students shall not be picked up or dropped off at any location or time as designated by the District without District approval.

If changes are required, Contractor will be given at least one week prior written notice. Contractor will cooperate closely to implement required changes within five (5) working days and smoothly as possible. 4.3.4. Children are not to be transferred to another vehicle going to or coming from school, except in case of emergency or breakdown, or unless the schedule calls for such transfer on school property. 4.3.5. The Contractor will provide a direct phone line and email capability to their dispatch/scheduling office to be used by the District for the purpose of communicating with the dispatcher/scheduler concerning scheduling changes, emergencies, resolving complaints, problems, etc.

Maximum ride times are ninety minutes, with exceptions approved by the District. 4.4.4. Implementation of routing and scheduling changes shall occur within five working days.
