Rights of City During Illegal Strike. Prohibition of Lockouts Nothing herein shall restrict any statutory rights of the City to act in regard to any illegal strike activity by its employees. The City agrees that neither it, its Officers, agents, or representatives, individually or collectively, will authorize, instigate, cause, aid or condone any lockout of employees, unless those employees shall have violated the provisions of this Article.
