Regional Committee. a. The Regional Committee shall agree upon MJUFs determinations and cost allocations, with detailed project lists and cost rationales, as well as billing and payment procedures. b. The Regional Committee shall address any new cost elements and cost allocation issues. c. The Regional Committee shall also ensure that a record is kept of calculations, procedures and agreements which implement this Section 5, including financial allocations for Capital Costs, O&M Costs, billing and payment procedures, User Fees, as well as fines, penalties and claims.
