Recreation programs. In meeting the requirements of paragraph (a) in recreation programs, the agency shall provide that the program or activity, when viewed in its entirety, is readily accessible to and usable by handi- capped persons. When it is not reason- able to alter natural and physical fea- tures, accessibility may be achieved by alternative methods as noted in para- graph (b)(1) of this section.
