Records in final investigations. In each final determination in which it cumulatively assesses the volume and ef- fect of imports under clause (i), the Com- mission shall make its determinations based on the record compiled in the first investigation in which it makes a final de- termination, except that when the admin- istering authority issues its final deter- mination in a subsequently completed in- vestigation, the Commission shall permit the parties in the subsequent investigation to submit comments concerning the sig- nificance of the administering authority’s final determination, and shall include such comments and the administering authority’s final determination in the record for the subsequent investigation.
