Composite Proposed Fully Burdened Rate, Years 1 - 5 The average Fully Burdened Labor Rate per Hour is entered in the above table as proposed for each labor category during the applicable performance year (1-5) of the ordering period. Numbers only are entered, in U.S. dollar format ($###.##) rounded to the nearest cent. Fully Burdened Labor Rates shall include direct labor cost, fringe, overhead, G&A, subcontractor pass-through rate on total cost, exclusive of fee, and should not include Fully Burdened Other Direct Costs (ODCs) such as Materials, and Travel. This would be the total labor costs (the sum of both the prime and all subcontractors) costs for that labor category divided by the total number of labor hours for that category to arrive at the average (composite) Fully Burdened Labor Rate per Hour.
