PROPOSAL EVALUATION FACTORS. (1) The proposals will be evaluated under four (4) evaluation factors: Technical, Safety, Past Performance/Performance Risk, and Price. An evaluation of acceptability will be performed on each proposal in accordance with FAR 15.101-2(b). To be considered technically acceptable, all non-price factors in the proposal must be determined acceptable.
Factor 1: Technical: Factor 1 consists of five (5) elements: 1 Management/Organizational Staffing 2 Facility Systems Operations and Maintenance 3 Transition/Phase-In and Phase-Out 4 Quality Control Plan 5 Small Business Participation Subcontracting Plan and Goals Factor 2: Safety: Factor 2 consists of two (2) elements: 1 Written Safety and Health Plan 2 Past Safety Performance Factor 3: Past Performance/Performance Risk Factor 4: Price
