PROPOSAL CONTENT. The Offeror shall prepare the proposal as set forth in the Proposal Organization Table below. The titles and contents of the volumes shall be as defined in this table, all of which shall be within the required page limits and with the number of copies specified in the table. The contents of each proposal volume are described in the paragraphs noted in the table. The proposal volumes discussed below shall be accompanied by a cover letter (letter of transmittal) prepared on the company’s letterhead stationery. The cover letter (letter of transmittal) shall identify the contractor’s name, address, DUNS #, cage code, business size and all enclosures being transmitted. It shall be used only to transmit the proposal and shall include no other information. The cover letter shall be in accordance with FAR 52.215-1, paragraph (c)(2). Page limitations shall be treated as maximums. If exceeded, the excess pages will not be read, and will not be considered and will not be included in the evaluation of the Offerors proposal. When both sides of a sheet display printed material, it shall be counted as two (2) pages. Each page shall be counted except for the following: cover pages, table of contents, cross reference tables, tabs, glossaries, acronym lists, subcontractor/teaming agreements, past performance questionnaires, CPARS reports, transmittal letters, staffing plans, transition plans, resumes, and letter of commitments.
