PROJECT ACTION RESPONSIBILITY MATRIX. Attachment A, Project Action Responsibility Matrix, to this S&O Agreement identifies FAHP project approvals and related responsibilities. The Matrix specifies which approvals and related responsibilities are assumed by the State under 23 U.S.C. 106(c) or other statutory or regulatory authority, as well as approvals and related responsibilities reserved to FHWA.‌ U.S.C. 106(c)(4)(8), the U.S. DOT Secretary may define high risk categories on a national basis, State-by-State basis, or national and State-by-State basis.
