PRELIMINARY ENGINEERING AUTHORIZATION. If Preliminary Engineering is an eligible expense, then upon receipt of an executed agreement, the Department will authorize Preliminary Engineering funds and shall notify the Municipality, in writing, once funds have been authorized and can be expended. The Municipality shall not initiate any work, nor solicit for any professional services prior to receipt of written authorization from the Department to proceed. Any work performed, or contracts executed, prior to receipt of written authorization to proceed will be ineligible for reimbursement.

The Grantee shall not initiate any work, nor solicit for any professional services, prior to receipt of written authorization from the Department to proceed. Any work performed or contracts executed, prior to receipt of written authorization to proceed will be ineligible for reimbursement.
PRELIMINARY ENGINEERING AUTHORIZATION. If Preliminary Engineering (PE) is an eligible expense, then receipt of an executed Project Addendum from the Department shall serve as authorization for the Grantee to proceed with the Project. The Grantee shall not initiate any work, nor solicit for any professional services, prior to receipt of the executed Project Addendum from the Department. Any work performed, or contracts executed, prior to receipt of the executed Project Addendum shall be ineligible for reimbursement, except as otherwise provided in an executed Work at Risk authorization or other amendment or supplement to this Agreement.
