Pre-Design Phase. Where applicable, the Consultant shall perform Pre-Design services to identify working parameters for the Project including site, budget and jurisdictional constraints, Consultant shall: Review District’s Program, schedule, constraints and criteria special equipment, systems and site requirements as required to develop the parameters for Schematic Design of the Project. Review all data pertinent to the Project including survey, site maps, existing facility plans, master planning plans and specifications, geotechnical reports and recommendations, soil testing results reports, and pertinent historical data, and other relevant information provided by District. Where applicable, validate existing plans and site conditions for the purpose of preparing as-built drawings of existing facilities where work shall be performed to ensure proper fit between new work and existing. Investigate and review applicable federal, state, local, and District standards, educational specifications, codes, and regulations pertaining to the proposed Project and identify design issues relating to functional opportunities, needs, directives and constraints imposed thereby. Such investigations shall include, but not be limited to local land use requirements, energy, historic, and neighborhood association groups who may have jurisdiction over or impact on the Project. Review existing utility connections on site and consult with applicable utility service providers to confirm availability and identify design solutions related to the provision of new, modification of existing, or capping and/or removal of abandoned utilities. Review such other reference information the District may provide.
Pre-Design Phase. 2.3.1 The Commissioning Authority Professional shall meet with the Owner to establish the initial Commissioning Team for the Project. Once team members are identified, the Commissioning Authority Professional shall schedule, chair, facilitate and document the Owner’s Project Requirements Workshop. The Commissioning Authority Professional shall utilize the information obtained in the Workshop to develop the Owner’s Project Requirements Document. 2.3.2 Upon approval by the Owner of the Owner’s Project Requirements Document, the Commissioning Authority Professional shall prepare and submit to the Owner four (4) copies of the Pre-Design Phase Documents. The Pre-Design Phase Documents shall include, but shall not be limited to, the following: .1 Commissioning Team Contact List .2 Owner’s Project Requirements Document .3 Preliminary Commissioning Plan 2.3.3 The Commissioning Authority Professional shall show progress to date, confirm the remainder of the Schedule of Performance, and obtain the Owner's written approval of the Pre-Design Phase before proceeding with the Schematic Design Phase.

Architect shall consult, to the extent required by Owner, with authorized employees, agents, consultants and/or representatives of Owner relative to the design and construction of the Project. Upon review of the existing conditions, the Educational Specifications, Technical Design Guidelines and Facility Condition Assessment and upon consultation with representatives of Owner, Architect shall develop a report of the existing conditions, as related to the Scope-to- Budget for renovation projects. Architect shall verify approximate location, adequacy, availability and capacity of all utilities necessary for the Project. If Architect needs additional information to comply with this requirement, Architect shall request the information in writing. 1.1.5 Architect shall furnish and deliver to Program ManagerOwner the number of complete printed sets of Pre-Design documents as enumerated in Article 14. (50% and 100% Construction Documents) phases of the project. Such information shall be provided to the Owner and Project Consultant in the form of a written report prior to final payment for each phase. .5 The Construction Manager shall provide project delivery options for the design, bid, and bid packaging of the project for efficient scheduling, cost control and financial resource management. Pre-Design Phase. The DISTRICT and ARCHITECT may agree in writing on a scope of preliminary work to be performed on an hourly basis by the ARCHITECT and its consultants at the rates set forth herein for additional services. Such work may only proceed after the PARTIES have agreed in writing on a scope and cost estimate.

Determine and identify to TFC which additional Subcontractor(s), if any, that are not engaged, or shall be engaged, by PE pursuant to this Agreement, will be necessary to complement the Professional Services in order to fulfill requirements of this Agreement. 2.1.1.8. Coordinate the manner of implementing the CAD/BIM system that will be utilized by TFC throughout the design and construction of the Project.
