Powers of Board Re: Witnesses, etc. The Board of Arbitration shall have the power to require the attendance of witnesses and the production of documents upon the request of either party to the proceedings. Provided, however, that the Board of Arbitration shall not have the power to require the parties, or any witness, to produce any documents which such party or witness could not be compelled to produce in a court of civil jurisdiction in the Province of Manitoba.
