Plan Modifications. The City may modify, reduce the number of, or substitute for the City’s existing plans to facilitate savings that, in the City’s judgment, are prudent to manage competition among current and potential providers or to ensure that the cost of the City’s selected plans do not trigger a direct or indirect Excise Tax under the Affordable Care Act.
