Plan Area. 4.2 Key Characteristics of the Plan Area After evaluating the economic, environmental, and social considerations within the Plan Area, the following key characteristics were identified: Lands within the Plan Area are predominately zoned Agricultural with the exception of five quarter sections of Airport Vicinity Overlay in the northeast corner and a portion of Rural Industrial on the west boundary.
