PHASE II - PLAN DEVELOPMENT. As the final stage of work in the Phase I Activity, the Government shall prepare a plan for the Phase II Activity in form and substance satisfactory to MCC in its sole discretion (the “Phase II Plan”). The Phase II Plan shall set forth the priority investment areas for the Project, an implementation plan, a high-level procurement plan, baselines and targets for expected outputs and outcomes, and a monitoring approach for these activities.
