PERSONNEL SECURITY CLEARANCES. 5.1.1 The contractor shall establish a CAC/SAAR-N POC to coordinate with the Government in such matters. The CAC/SAAR-N POC shall deliver completed Trusted Associate Sponsorship Program (TASS) and SAAR-N forms electronically for approval and processing by the Government COR. SAAR-N forms should be digitally signed by all signatories using either their DOD or External Certificate Authority (ECA) issued Public Key Infrastructure (PKI) certificate. The contractor shall provide personnel with the appropriate security clearance levels for the work to be performed, and maintain sufficiently cleared personnel to perform the tasks required by this SOW IAW the DD Form 254, and the contract. All Contractor personnel shall possess a clearance and need-to-know commensurate with the requirements of their positions. At a minimum all personnel at NAWCWD shall possess a Secret Clearance. The Government will specify classification levels for each position at the task order level. Access to TOP SECRET information is required in the performance of this contract and shall be in accordance with DoD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM) and applicable DoD Personnel Security regulations. The contractor will require access to non -substantial Sensitive Compartmented Information (SCI) at the task order level. Access to SCI requires a final U.S. Government Top Secret Personnel Security Clearance based upon a Tier 5 (T5) or Tier 5 Reinvestigation (T5R) and SCI indoctrination. Non-substantial SCI security requirements will be addressed at the task order level. Access to Special Access Program Information is required in performance of this contract. The contractor shall comply with all of the special program security requirements outlined within the DD Form 254. Contractor service support personnel who do not require access to any classified material information but are assigned to sensitive national security duties shall require a favorable personnel security determination regarding his/her loyalty, reliability and trustworthiness. In accordance with DoN Implementation of Homeland Security Presidential Directive 12 (HSPD-12) and Department of Defense Standardized Investigation Request Procedures, Non National Industrial Security Program (Non-NISP) Investigations are to be conducted for contractors requiring access to an installation, require a Common Access Card and access an IT-I or IT-II system but who do not require access to classified information. Non-NISP investigations for contractor personnel will be processed through the NAWCWD Personnel Security Office. NAWCWD Command Security Manager shall be made aware of any contractor personnel who have an investigation with an action pending, eligibility has been administratively withdrawn or pending, withdrawal of interim clearance eligibility, eligibility of no determination made, or final denial or revocation of security clearance eligibility. Contractor personnel who lose their eligibility for CUI access shall have their IT user accounts disabled immediately for IT systems that process CUI and will not have access to any federal government restricted areas, facilities, or IT systems. 5.1.2 Trusted Agent and Verification access to NAWCWD 5.1.2.1 Initial Common Access Card (CAC) Issuance Contractor personnel assigned to perform work under this contract may require access to Navy IT resources (e.g., computers, laptops, personal electronic devices/personal digital assistants (PEDs/PDAs), NMCI, RDT&E networks, websites such as MyNAVAIR, and Navy Web servers) requiring CAC PKI. Contractor personnel (prime, subcontractor, consultants, and temporary employees) requiring access to Navy IT resources (including those personnel who previously signed SAAR DD Form 2875) shall electronically submit a completed System Authorization Access Request Navy (SAAR-N), OPNAV 5239/14 (Rev 9/2011) form or latest version thereof, and have initiated the requisite background investigation (or provide proof of a current background investigation) prior to accessing any Navy IT resources. In addition, contractor personnel shall have completed the latest version of DOD’s Cyber Awareness Challenge training located at ▇▇▇▇://▇▇▇▇▇▇▇▇▇▇.▇▇▇▇.▇▇▇/eta/cyberchallenge/launchPage.htm, ▇▇▇▇▇://▇▇▇.▇▇▇.▇▇▇▇.▇▇▇/, or ▇▇▇▇▇://▇▇▇.▇▇.▇▇▇▇.▇▇▇ 5.1.2.2 Annual CAC Renewal In order to maintain access to Navy IT resources, the contractor shall complete the most current version of DOD’s annual Cyber Awareness training for each year of employment and be able to present the training certificate upon request from the Government; monitor expiration of requisite background investigations, and initiate re- investigations as required. If requested, the contractor shall provide to the COR/ACOR or designated SAAR-N Government Sponsor documentation sufficient to prove that it is monitoring/tracking the SAAR-N requirements for its employees who are accessing Navy IT resources. For those contractor personnel not in compliance with the requirements of this clause, access to Navy IT resources will be denied/revoked.

All Contractor personnel employees shall possess a minimum of a SECRET clearance. Additionally, a minimum number of employees shall require a Single Scope Background Investigation (SSBI) in order to obtain Top Secret / Secret Compartmented Information (TS/SCI) access. A visit authorization request letter shall be prepared on company letterhead, verified and signed by the Facility Security Officer (FSO) or Alternate FSO, and submitted to the RTC Visitor Desk at Phase-In. In addition, the Contractor shall prepare a roster of current employees which includes each employees name, social security number, and level of security clearance. This roster shall be verified and signed by the FSO or Alternate FSO and submitted to the COR at Phase-In. The roster shall be updated as required to reflect any changes in employee status or information. Contractor personnel shall not report to work until at a minimum, an interim secret clearance is granted. Additionally, contract personnel whose security clearances are suspended shall not be permitted to work under this contract until their security clearance is reinstated. Contractor personnel granted a TOP SECRET (TS) clearance shall make a verbal attestation and execute an Attestation Statement in accordance with Memorandums from the Secretary of Defense dated February 5, 1999 and the Office of the Assistant Secretary of Defense dated February 9, 1999. RTC Security personnel will witness the execution of the oral and written attestations and maintain the Attestation Statements for Contractor personnel. Special Access Programs, referred to as SAPs, aim to protect national security by employing enhanced security measures to strictly enforce need-to-know commensurate with know. They also have safeguarding and access requirements that exceed those normally required for information at the requirements of their positions. At a minimum all personnel at NAWCWD shall possess a Secret Clearancesame classification level.
