Performance Improvement Projects. Each MCP must conduct performance improvement projects (PIPs), including those specified by ODJFS. PIPs must achieve, through periodic measurements and intervention, significant and sustained improvement in clinical and non-clinical areas which are expected to have a favorable effect on health outcomes and satisfaction. MCPs must adhere to ODJFS PIP content and format specifications. All ODJFS-specified PIPs must be prior-approved by ODJFS. As part of the external quality review organization (EQR.O) process, the EQRO will assist MCPs with conducting PIPs by providing technical assistance and will annually validate the PIPs. In addition, the MCP must annually submit to ODJFS the status and results of each PIP. MCPs must initiate the following PIPs: i. Non-clinical Topic: Identifying children/members with special health care needs. ii. Clinical Topic: Well-child visits during the first 15 months of life. iii. Clinical Topic: Percentage of members aged 2-21 years that access dental care services. Initiation of PIPs will begin in the second year of participation in the Medicaid managed care program. In addition, as noted in Appendix M, if an MCP fails to meet the Minimum Performance Standard for selected Clinical Performance Measures, the MCP will be required to complete a PIP.
