Output 2. The programme by 2015 will have increased the capacity of government and NGOs to offer:
i. quality, comprehensive, sexual reproductive health services,
ii. education and information for young people, with particular focus on most at risk young people.
Output 2. “Support for local government and community rights-holders has accelerated the effective implementation of community-centred forest management, as prioritized in MoFor policy and legislation and the National Strategies for REDD+”;
Output 2. 1.2: At least 30% of the farming households in the country or 30,000 farming households are reached through the e-extension system or Information Communication Technology for Climate Change (ICT4CA): These will be the direct beneficiaries of the project. The project will further strengthen and consolidate the efforts of the MoA (DG-Extension and NARC) and MoE in disseminating information on climate change adaptation and weather forecasts through the model of e-extension or ICT4CA which they have put in place (Annex 2, para 174). NARC is also investing in developing a system for propagating tested research through the use of smart applications. Tailored gender-responsive extension messages on climate adaptation measures and weather forecasts which provide actionable information will be broadcast through this mechanism. This is all the more important given the limited outreach of the traditional extension approach. Given the current COVID-19 pandemic with restrictions on travel, this approach can also prove valuable in case of any future travel restrictions. The project will undertake the following specific activities under this sub-component.
Output 2. “Increased national capacity to strengthen enabling environments, increase demand for and supply of modern contraceptives and improve high-quality family planning services that are free of coercion, discrimination and violence”. The strategies and interventions for achieving this output include:
(i) Promoting advocacy for creating an enabling environment in support of family planning and other reproductive and maternal health services10. The key activities include: (a) Provide technical and financial assistance to develop, review, update, finalize and disseminate relevant advocacy tools; (b) Support dissemination of National Cost-Benefit Analysis; (b) Conduct and disseminate Task Shifting pilot studies; (c) Support preparation of policy and media briefs; (d) Conduct and disseminate other research findings (e.g. KAP survey on male sterilization).
(ii) Increasing knowledge of sexual and reproductive health issues using demand generation and behaviour change communication. The key activities are: (a) Finalize and roll-out the National Reproductive Health Behavioural Change Communication Strategy; (b) Design and roll-out of family planning campaigns; (c) Support integration of family planning into the Maternal and Child Health Weeks, (d) Develop IEC/ BCC materials and job aides, (e) Conduct study on socio-cultural barriers to the uptake of family planning services and disseminate results;
