Outpatient Surgical Facility. The term "Outpatient Surgical Facility" means an operating facility, either free-standing or Hospital-based, where outpatient surgery is performed and which provides an intermediate level of surgical care for procedures that are too complex to be done in a Physician's office, but do not require inpatient hospitalization.
