Outbound. Freight The Contractor shall provide a centralized shipping function for outbound cargo. The shipping function shall serve as the single point of entry to the Defense Transportation System (DTS) for all sustainment shipments. The contractor shall prepare, package, mark, label, and document all outbound cargo per DTR 4500.9-R, Part II, Part III, Part V, Part VI, and VII, NAVSUPINST 4600.86, OPNAVINST 4600.24, and locally developed SOPs. Contractor shall collect, obtain signatures/stamps, and distribute all applicable Customs Clearance documents used to accomplish export of DoD shipments and customs clearance processes within European Union (EU) countries IAW DTR 4500.9-R, Part V, ECM 4504.01, standard local instructions and any other Host nation applicable customs clearance documentation. The Contractor will perform Preservation, Packaging, Packing, and Marking (PPP&M) services. PPP&M is defined as the Preservation, Packaging, Packing, and Marking of assets to include, cleaning, drying, and Shipments arranged to meet customer request.
