An informal review conducted by the Police Commander, or his/her designee, at which an operator may present evidence or witnesses to show that an action taken by the Police Commander was improper, or to mitigate the action taken. BASE SERVICES Any service or tow which is performed when the vehicle operator or agent is present and the vehicle is not stored at the direction of an officer. CHIEF OF POLICE The Chief of Police of the Redlands Police Department. CHP The Department of the California Highway Patrol. ENROLLMENT PERIOD The period of time when a tow company may submit an application for inclusion on the rotation tow list. The enrollment period will be open for at least 30 days and the dates will be determined by the Police Commander.
