Operational Area Signatory Council. All political subdivisions within the geographic area of Orange County, California are organized into the OA, regardless of signatory status.1 The OA Signatory Council, hereinafter referred to as the Council, is hereby created to include the signature Parties to this Agreement. The Parties acknowledge that the Council is not a separate legal entity and that it is not their intention to form a joint powers authority.
