Municipality Owned Street Lighting. Notwithstanding any other provision of this Article, it is understood and agreed that the Municipality shall have the right to own street lighting and to pay the applicable rate, recognizing the Municipality's ownership. In such cases where the Municipality owns its street lighting, the Municipality agrees that:
