Monitoring, Reporting & Review of the Programme. 4.4.1 Kent shall measure its progress against the Programme and shall undertake such analysis of the development and transport data (with the assistance of the Borough Councils) as is necessary to keep the Programme and performance standards under review. 4.4.2 Kent shall report on and review the Programme in accordance with the timescales set out in Schedule 2 of this Agreement or such other times as is agreed between the Parties. 4.4.3 Kent shall prepare an Annual Progress Report and shall issue it to the other Parties in accordance with the timescales set out in Schedule 2 of this Agreement. The Annual Progress Report shall: - a) set out the overall progress of the Programme; b) set out expenditure on the Programme to date; c) set out the progress of the Proposed Schemes; d) set out all income from developer contributions and other sources of funding received into the Programme Investment Fund and funding secured but not yet received; e) in conjunction with the Borough Councils, set out the housing and commercial development completions that have been achieved; f) set out a review of the risks associated with the Programme and provide an explanation of any delays and/or mitigating actions that have taken place; g) set out the results of any review of the Programme that may have taken place, as a result of changed circumstances, identifying any variations to the Programme agreed between the Parties which have been considered necessary for the Programme to continue to meet its objectives; h) set out the progress or any changes to the governance arrangements for the Programme.
