MINORITY BUSINESS PARTICIPATION. 2 C.F.R. § 200.321 requires that all necessary affirmative steps are taken to assure that minority and women’s businesses are used when possible, and N.C. Gen. Stat. 143-128.2 establish a ten percent (10%) goal for participation by minority and women owned businesses in total value of work for the HRP.
