Minimum Performance Standard. Contractor will not be eligible to receive any Incentive Pool payments if it fails to meet a minimum performance standard. The minimum performance standard will require Contractor’s measurement year performance to be no lower than one percent (1%) below that year’s baseline on all P4P measures, except that Contractor may regress more than one percent (1%) in three (3) P4P quality metrics in the first measurement year.
