MARITIME LIEN. Port or harbor dues levied under this section against a vessel constitute a maritime lien against the vessel and port or harbor dues levied against cargo constitute a lien against the cargo that may be recovered in an action in the dis- trict court of the United States for the district in which the vessel or cargo is found.
