Manual. 1. Except as the World Bank shall otherwise agree, the Recipient shall: (i) carry out the Project in accordance with the Project Implementation Manual; and (ii) except as the World Bank shall otherwise agree, not amend, abrogate, or waive the aforementioned, or any provision thereof, in a manner which, in the opinion of the World Bank, may materially or adversely affect Project implementation or achievement of the objective thereof.
