Leave Transfer Program. Annual leave may be donated to specify employees in accordance with the Agency annual leave transfer program.

Leave Transfer Program a. The parties agree to establish a Joint Committee within three (3) months of implementation of the Agreement. b. The Joint Committee will review disapproved applications of potential leave recipients in the bargaining unit and may authorize approval of such. The decision of the Joint Committee is final and cannot be grieved.
c. Unused donated leave shall be returned to donating employees in increments the Department utilizes to account for leave.
Leave Transfer Program. The Activity will administer the leave transfer program in accordance with public law and Navy Policy. Employees may transfer earned annual leave in increments of 1 or more hours to other employees with a personal or family medical emergency which is expected to last at least 24 hours without available paid leave. Leave donors and applicants shall submit applicable forms provided by the Activity.

A son or daughter (as described in 1-3) of an employee's spouse or domestic partner.

The Voluntary Leave Transfer Program is designed to provide the transfer of annual leave for medical or family emergencies or other hardship situations to other federal employees. All applicable laws and regulations governing such leave will be incorporated into this agreement.
