Learning Support Units. The use of in-school LSUs (or equivalents) as a key Tier 2 intervention was a particular feature of Central ABP’s strategy (supported by all school leaders interviewed from that area) but schools in other ABP areas also had school-funded LSUs (or equivalent). Senior leaders interviewed regarded LSUs as: ‘valuable and effective’ (as School 2 put it) reducing fixed term exclusions often leading to successful reintegration back in to mainstream classes. However, these school leaders also noted the limitations of what could be achieved through an on-site LSU: for example, they were not deemed suitable for, ‘very, very disturbed children’ (who, it was argued by one headteacher, should be in special schools). Responses to the schools questionnaire indicated that a majority of the schools were in favour of LSUs: a majority (13 of 20), including all six respondents from Central ABP where funding LSUs was ABP policy, ‘agreed’ (7) or ‘strongly agreed’ (6) that, every school should have an in-school Learning Support Unit or equivalent’. o The 7 who ‘disagreed’ (6) or ‘strongly disagreed’ (1) included leaders from each of the other three ABPs.
