Leadership Development Program. Section 1. This Article describes conditions and compensation for members who participate in the SEIU Leadership Development Program. Leadership Development participants shall have rights and privileges outlined in this Agreement pertaining to wages, benefits and working conditions but not direct representation (such as LMC, grievance procedure, etc). The program includes strong hands-on and classroom components, as well as a clear plan for follow-up and on-going development after members return to their jobs. More experienced member-leaders may play a role in acting as a mentor to others. Priorities for recruitment include a focus on emerging leaders. The program runs year-round in courses of up to eight (8) weeks unless by mutual agreement between the Union and the Employer. Members shall not participate in the Leadership Development Program more than once per calendar year except by mutual agreement between the Union and the Employer. Subsequent Member Organizing opportunities shall fall under Article 51 - Compensation for Member Organizers (MOCs). Section 2. Members participating in the Leadership Development Program will be restricted to the activities listed in the core curriculum. (See Attachment B) (a) If a member participating in the Leadership Development Program is assigned a new role or duties that fall outside the scope of this program they shall be compensated according to Article 50 - Compensation for Member Organizers (MOCs). (b) If a member participating in the Leadership Develop Program encounters a question, concern, problem, or conflict in their work, they can seek recourse by engaging the SEIU 503 staff member of their choice and/or a member of the SEIU 503 Board of Directors. Section 3. Article 50 language notwithstanding, members who participate in the program described in this Article will be compensated as follows: (a) Leadership Development trainees shall be paid replacement wages, but no less than the minimum rate outlined below. (b) The minimum wage paid to program participants is eighteen ($18.00) dollars per hour , based on a forty (40) hours per week assumption. Participants will be paid on an hourly basis. (c) Members who have health care coverage on their SEIU-represented job, shall be paid COBRA reimbursements for their work-related coverage to continue for the full duration of their Leadership Development course. (d) SEIU Local 503, OPEU shall provide employee-only health benefits for participants who do not have health insurance at their SEIU-represented job. (e) Program participants will receive the equivalent of the pension contribution paid by their SEIU-represented employer. (f) At the expiration of the participants’ courses they shall be “cashed out” for any accrued sick leave or vacation leave, or paid-time off, based on accrual rates in their SEIU- represented job. (g) Participants who do not have sick leave provisions in their SEIU-represented job will have access to accrued sick leave at the rate of eight (8) hours per month, but may not cash out those hours. (h) Participants will have the right to the holidays listed in Article 30, Section 1 and, as non- exempt employees, shall not be eligible for comp time or admin leave as described in Articles 20 and 130 Floating and Personal days may only be granted and used once per fiscal year, whether or not participants are involved in multiple “waves”.
