L13. The Union and the board shall have the right to file a policy grievance based on a dispute arising out of the application, administration, interpretation or alleged violation of this collective agreement. A policy grievance shall be presented at Step 2 to the Union or Director of Education within twenty (20) school days of the incident giving rise to the grievance.
