Internal Transfer Posting. When an available position is identified by the Employer, an internal transfer posting will occur. The posting will be for five (5) working days. Only those bargaining unit members interested in a lateral transfer or downgrade may bid on an internal transfer posting. Bargaining unit members are limited to two successful lateral bids per year. Upon the expiration of the internal transfer posting, the following criteria will apply: 1. Qualified downgrades will have first consideration, with seniority determining the selection between two (2) or more employees opting for downgrades. Employees who have been put on notice for marginal performance must improve their performance before being considered for a downgrade. 2. Employees requesting lateral transfers will have seniority determine the selection among more that two (2) qualified employees. Employees who have been put on notice for marginal performance must improve their performance before being considered for a lateral transfer.
