This paragraph shall not apply to charging of fees for any full-time kindergarten or preschool tuition program offered by LCS. In the event LCS enrolls any students who are "homeless," as defined by applicable state and federal law, it will assume at its expense the obligations and costs for those students provided by federal law, subject to the School District's obligations with respect to special education services as provided herein.
