Implementation Milestone. During Program construction and prior to start of operations, the Program will be engaged in recruitment activities. 100% of land management agreements for 2,500 acres will be enrolled into the Program by: Performance Threshold: Beginning in Program Year 10, a five-year average of 3,500 acres per year of Sandhill crane habitat, with a target of 700 roost acres, 2,800 forage acres will be enrolled in the Program and meet the habitat criteria, specified in CAPB Section 4.1.1.
