Implementation Arrangement. 2. The Recipient shall implement the Project in accordance with the procedures set out in the Project Implementation Manual, the Administrative, Financial and Accounting Procedures Manual and the memorandum of understanding referred to in Section I, Part A, paragraph 1 (g) above and, except as the Recipient and the Association shall otherwise agree, the Recipient shall not amend or waive any provision thereof, if in the opinion of the Association, such amendment or waiver may materially and adversely affect the implementation of the Project. 3. Each year, the Recipient shall develop an Annual Action Plan, which shall include a budget for its implementation, in accordance with the procedures described in the Project Implementation Manual and the Administrative, Financial and Accounting Procedures Manual, based on the draft Subprograms prepared by each entity involved in the implementation of the Project (each an Implementing Entity).
