Holiday Observance. When a holiday falls on a Sunday, the following Monday shall be observed as the holiday. When a holiday falls on a Saturday, the preceding Friday shall be observed as the holiday.

Holiday Observance. When the observed holiday falls on the employee’s scheduled work day, that day will be considered the holiday. When an observed holiday falls on the employee’s scheduled day off, he or she will be permitted to take an alternate day off during the week in which the holiday is observed. Employees must schedule any such alternate days off in advance with the approval of their supervisors. Employees may elect to receive equivalent compensatory time in lieu of an alternate day off.

When a holiday is observed on an eligible employee's regularly scheduled day off, that employee should, whenever possible, receive equivalent holiday time off on another day within that same workweek. If such time off cannot be granted during that same workweek due to departmental work demands, the employee shall be granted equivalent time off to be used at any other time within that fiscal year.
