Common use of Grossing Clause in Contracts

Grossing. Should the Survey fail to achieve a 100% return by more than a small handful of Local Authorities, the Contractor shall “gross” the information provided within returns so as to estimate figures for “missing” Local Authorities. Grossing has, however, not been necessary for the last 5 years when the survey response rate was 99% or 100%.
