PROJECT TITLE: Control Structure SWW-1 Rehabilitation PROJECT LOCATION: The Project will be located in the City of Port St. Lucie within St. Lucie County; Lat/Long (27.2865111, -80.2747083) PROJECT BACKGROUND: Excessive nutrient loading from home fertilizer use is one of the biggest water quality issues facing the St. Lucie estuary, contributing in part to excessive algae growth. Algae blooms block sunlight from reaching plant life at the bottom of the waterway, causing them to die off and decompose in a process that depletes the amount of dissolved oxygen in the water. The City of Port St. Lucie (Grantee) proposes to modify the SWW-1 control structure to treat runoff from 504.5-acres of tributary drainage basins. The SWW-1 structure controls flow between the Xxxxxxx Basin (control elevation 10.5 NAVD) and the Backwell Basin (control elevation 12.5 NAVD) of the City of Port St. Lucie Eastport SWM System. The project will slow, spread, soak, and filter water before it discharges into Warner Creek and the North Fork of the St. Xxxxx. Expected nutrient load reduction is estimated at 17.65 lbs/yr of total nitrogen (55.0%), 3.72 lbs/yr of total phosphorus (68.5%), 5,809.56 lbs/yr of biological oxygen demand (72.0%), and 18,193.2 lbs/yr of total suspended solids (47.5%).

PROJECT BACKGROUND: The C-11 South Canal is a major drainage canal for Xxxxxx City (Grantee) and the SW 49 Street Culvert is critical to maintain drainage capacity. A recent structural evaluation of the 15 foot by 146 foot steel culvert has revealed that it has significantly deteriorated and needs to be either rehabilitated or completely replaced.

GRANT WORK PLAN. This Agreement is the Work Plan for the Performance Partnership Grant (PPG) and may serve as the work plan for other EPA grant funding as agreed to by EPA and NJDEP. This Agreement covers the remainder of the State Fiscal Year, until June 30, 1999, and State Fiscal Year 2000 (July 1, 1999 to June 30, 2000). It is the operative document for performance evaluation for this time period for those areas within its scope. With this Agreement, program-specific and grant-specific barriers are reduced, which allows for a more integrated approach to management for environmental results. In order to develop resource- based environmental goals and indicators, NJDEP included activities and measures that are state initiated. NJDEP intends that these activities and associated indicators remain outside the scope of federal oversight. The Activity Commitment Tables indicate the funding source(s) for each of the activities.
