General or Policy Grievance. When a dispute involving a question of general application of interpretation of this Agreement occurs, Step 1 of the Grievance Procedure may be bypassed.
General or Policy Grievance. When a dispute involving a question of general application or interpretation of this Agreement occurs, the Union shall first seek to settle the dispute with the Human Resources Manager. If the Union is unable to resolve the dispute with the Human Resources Manager, a grievance may be filed with the City Manager within thirty
