First Step Resolution. Any questions of proper pay, allowances, reported hours, use of seniority or other procedures specified in Section 5.1 shall first be discussed directly with the Carrier by the Yardmaster(s) involved. It is the intent of this paragraph to resolve differences fairly, quickly, and at the lowest level.
