FINANCIAL CONTRIBUTIONS. 6.1 9.1 The SYICB (Rotherham Place)Financial Contribution of the CCG and the Council to any Pooled Fund for the first Financial Year of operation shall be as set out in Schedule 1.
9.2 The contribution by the Council to the Pooled Funds shall be made upon the gross figure before deduction for charges levied on Service Users.
9.3 Except in relation to the Payment for Performance Fund or where otherwise agreed by the Partners, the Partners shall make their Financial Contributions into the Pooled Funds on a quarterly basis throughout the Financial Year.

6.2 9.5 Where the Lead Partner is different from the Host Partner, unless otherwise agreed by the Partners, the Lead Partner will invoice the Host Partner in arrears on a quarterly basis for its Permitted Expenditure from the Pooled Fund.
9.6 In the Quarter ending 31st March in any Financial Year, the Partners acting through the Health and Social Care Commissioning Executive shall consider their respective Financial Contributions to each Pooled Fund for the next Financial Year.
9.7 The Partners shall confirm in writing by the 1 April of each Financial Year their respective Financial Contributions to each Pooled Fund for that Financial Year as agreed by the Health and Social Care Commissioning Executive.
9.8 When determining the Partners contributions to a Pooled Fund in Financial Years subsequent to the first Financial Year, it is the intention of the Partners, in normal circumstances, to take into consideration the following factors: • Any changes to the commissioning responsibilities of either Partner • National Guidance and National Conditions • Pay and non-pay Inflation • Any agreed growth or reduction in the relevant Services • Local planning considerations • Any efficiency savings required.
9.9 In the event that the partners agree financial contributions of any Partner to extend this agreement, there will be no automatic annual uplift to a Pooled Fund in any Financial Year (the amounts stated “New Financial Year”):

9.10 The Health and Social Care Commissioning Executive shall clearly identify any investments and disinvestments in Services and/or individual Pooled Funds and these shall be expressly documented in the Policy Framework. This includes: • Enable people to stay well, safe Health and independent at home for longer. • Provide the right care in the right place at the right timeSocial Care Commissioning Executive minutes.
6.7 Included within 9.11 With the iBCF is funding for Winter Pressures which must be used for the purposes exception of supporting the local health and care system to manage demand pressures on the NHSClause 12, with particular reference to seasonal winter pressures including on interventions which support people to be discharged from hospital, who would otherwise be delayed, with the appropriate social care support in place, and which help promote people’s independence.
6.8 In September 2022, the Government announced a commitment of £500 million to support timely and safe discharge from hospital into the community by reducing the number of people delayed in hospital awaiting social care over the winter period. The main focus is on, although not limited to, a ‘home first’ approach and discharge to assess (D2A).
6.9 Rotherham Place will receive £2.473 million no provision of this funding. Rotherham Council has also been allocated £3.384 million Agreement shall preclude the Partners from making additional contributions of the fund. Therefore, this amounts Non-Recurrent Payments to a total of £5.857 million of funding for Rotherham Place partners for 2024/25. These funds are required to be pooled into the local Better Care Fund (BCF) plans and Section 75 agreements.
6.10 Where capital expenditure forms part of the Pooled Fund it from time to time by mutual agreement. Any such additional contributions of Non-Recurrent Payments shall be identified explicitly recorded in Health and accounted for separately from revenue expenditure Social Care Commissioning Executive minutes and treated recorded in accordance with any specified grant funding conditions. Capital funding cannot be used to finance revenue expenditure, however revenue funding may be used to fund capital expenditure if in agreement with the BCF Executive Group and is in compliance with Financial Regulations and Standing Orders and recommended accounting codes of practice of the lead commissioner. Any capital asset acquired from the Pooled Funds shall be the property of the Council, who shall be responsible for itbudget statement as a separate item.
