Final Document Preparation and Filing the Rule with GRRC for Approval. Before filing a rule with the Secretary of State, an agency must receive GRRC's approval of the rule, the preamble, and the economic, small business, and consumer impact statement. A.R.S. § 41-1052(A). Once the record is closed, an agency has 120 days to prepare the final documents and submit them to GRRC for approval. A.R.S. § 41-1024(B).
