Definition: "Excavations include any operation in which earth, rock, or other material in the ground (below existing grade) is moved, removed, or otherwise displaced by means or use of any hand tools, mechanical equipment or explosives.” 2. Excavation permitting is required when grading, trenching, digging, ditching, drilling, tunneling, scraping, pipe plowing, and driving ground rods or posts, at a depth of 12 inches or greater.
